Polish Confederation Lewiatan Member Polish organisation with members from BAT Poland and PMI Poland. Its website lists the organisation’s activities over the last 15 years, among which is successfully campaigning against tax rises and other benefits for the tobacco industry. [5] 2020
International Chamber of Commerce Lobbyng This Paris-based organization was founded in 1919 and bills itself as the world's largest business organization. It regularly issues reports sympathetic to the tobacco industry and lobbied against plain packaging proposals. British American Tobacco, Japan Tobacco International and Philip Morris International sit on its influential anti-counterfeiting and piracy initiative. [6] 2020
Digital Coding & Tracking Association (DCTA) Event The Digital Coding and Tracking Association (DCTA) is a front group, launched in 2013 by the four multinational tobacco companies: British American Tobacco, Imperial Tobacco, Japan Tobacco International and Philip Morris International. The DCTA has promoted the industry’s tobacco tracking and tracing technology, Codentify, often without disclosing its relationship to the tobacco industry. [7] 2019
Americans for Tax Reform Sponsorship In response to questions from the Guardian, Japan Tobacco and British American Tobacco both disclosed they donated to Americans for Tax Reform, though did not disclose which years.[8] 2017
The Atlas Network Member The Atlas Network is a thinktank based in Arlington, Virginia, which says it has more than 490 "partner" thinktanks in more than 90 countries around the world. In two annual reports in 2015 and 2016, the group said it received donations from British American Tobacco.[8] 2016
Canadian Taxpayers Federation Member The group receives support from the Canadian Tobacco Manufacturers Council, which is supported by companies including British American Tobacco.[8] 2020

Australian Institute for Progress Lobbying In 2018, the Australian Institute for Progress also signed onto a letter to the WHO opposing plain packaging, which removes branding from cigarette packaging. Johns also consulted for the the International Tax and Investment Center, which at the time received funding from Philip Morris International, British American Tobacco, Japan Tobacco International and Imperial Brands tobacco. In his role at the ITIC, Johns attacked SEATCA as an “instrument of the World Health Organization".[8]

In response to questions from the Guardian, the Institute said it is an “independent thinktank and we do work in areas which are significant to us”. Although the group said it does not disclose its funding, British American Tobacco said it had not supported AIP. [8]

Institute of Public Affairs (IPA) Lobbying IPA has a relationship with British American Tobacco Australia and New Zealand "that goes back decades," according to Tobacco Tactics, a database run by the University of Bath, and has repeatedly taken direct funding from tobacco companies.[8] 2018
New Zealand Taxpayers' Union Lobbying New Zealand Taxpayers' Union has repeatedly opposed plain packaging, which removes branding from cigarettes packs. Dozens of Atlas thinktanks, including the New Zealand Taxpayers' Union, signed open letters to the World Health Organization opposing plain packaging in 2016 and 2018. In response to questions from the Guardian, British American Tobacco said it currently supports this organization.[8] 2018
Institute for Democracy and Economic Affairs (Ideas) Lobbying The Institute for Democracy and Economic Affairs (Ideas) was one of dozens of free-market thinktanks which opposed plain packaging in a letter to the World Health Organization (WHO) in 2016 . In response to questions from the Guardian, British American Tobacco said it donated to Ideas, but did not disclose which years.[8] 2017
Austrian Economics Center Lobbying The Austrian Economics Center has repeatedly opposed plain packaging, which removes branding from cigarette packaging. Dozens of free-market thinktanks, including the the Austrian Economics Center, signed open letters to the World Health Organization opposing plain packaging in 2016 and 2018. Institute of Economic Affairs Lobbying In 2011, the Institute of Economic Affairs (IEA) co-signed a letter to the editor of the Telegraph calling for a "halt to the relentless campaign to 'denormalise' smoking" and pushing against plain packaging. The same year, British American Tobacco gave more than £10,000 to the IEA, and £20,000 in 2012, according to disclosures by BAT.[8] 2018

Forrest EU Lobbying Forest EU is supported by the Confederation of European Community Cigarette Manufacturers (CECCM), whose members are Japan Tobacco International (JTI), British American Tobacco (BAT) and Imperial Brands PLC (IMB) and by the members of the European Smoking Tobacco Association (ESTA). In 2017, the Group’s tobacco industry members were listed as Barry Ronan from British American Tobacco, Mario Muller from the Confederation of European Community Cigarette Manufacturers, Alan Hardacre from Imperial Tobacco, Kristof Doms from Philip Morris International and Paolo Bochicchio from Japan Tobacco International.
